Old HMRC payroll ID's are not picked up in FPS file(only picked up for few employees

For Old HMRC payroll ID's to be picked up in FPS file
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run FPS in Live mode, for payroll period: August
2. Review the FPS audit report
