Connection Timed Out Error While Calling SFTP Connection From Sales Cloud (Doc ID 2442095.1)

Symptoms

On : 11.13.18.02.0 version, Analytics

When attempting to run the scheduled BI reports to SFTP, the following error occurs. 

Could not establish the connect via SFTP.

Checking the connection in BI Administration , Connection timed out error is received.

Could not establish the connect via SFTP.
Connection timed out.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Scheduling reports from BI Publisher > New > Report Job > Submit >  Error is encountered
2. Check the Connection from BI Publisher > Administration > Delivery > FTP > Check connection > Error is received.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot schedule reports through SFTP.
