401 Unauthorized error while trying to execute rest api in webform

Symptoms

While trying to call rest api related to Document cloud service rest in a webform to populate a dropdown , it fails with '401, Unauthorized error' in the logs.
e.g. rest call : https://doctest-docdomainid.uscom-west-1.oraclecloud.com/documents/api/1.2/folders/0/items?limit=self&offset=200
Same api call works fine when called from a process using a service task.
Following messages can be seen in the logs when this issue occurs.
