[OCI BM LBaaS] OCI Load Balancer Continues to Route Traffic to Offline Backend Server (Doc ID 2442522.1)

Symptoms

An OCI LBaaS Load Balancer is configured with Backend Servers which are set to Offline mode. The Load Balancer continues to forward traffic to the Backend Server even though it is offline.

As an example, set up a Load Balancer with 2 WebLogic Servers as Backend Servers set to Offline Mode. Deploy a simple web rendering application on the Backend Server.
When launching the URL to the web application, the application renders, which is not expected.
