When 2 elements are on page, and the second one is longer than a page, there will be a page break inserted in between the first and second element.

Symptoms
In Document Designer, when 2 elements are on a page, and the second element is longer than a page, a page break will be inserted in between the elements.
In particular, this is if there are 2 <fo:blocks> in the XSL.
Changes
This happens regardless of if the user is using Apache or Antenna House as their XSL parser, and on any version.
