'The System Could Not Process Your Request' and 'Exception has occurred in BundleController.unpackData()' When Attempting To Import A Configuration Package Into Production

When attempting to import a Configuration Package into Production, the import fails and the following error is seen in the Impact Analysis Report:
The import of package has failed.
The issue can be reproduced at will with the following steps:
- Login to the Production environment after creating a Configuration Package in Staging.
- Company Workspace -> Configuration Package Management > Configuration Packages.
- Click "Import" -> Browse to the Configuration Package and select it for import.
- The import fails and the error can be seen when downloading the Impact Analysis Report.
The following error can be seen in the Unifier log file:
