Cannot Invoke ISG Sales Order Service Due to Error "No Backend Server Available" (Doc ID 2444173.1)

On : 16.3.5 version, EBS Adapter

When attempting to invoke a service,
the following error occurs.

Weblogic Bridge message
No backend server available for connection: timed out after 10 seconds or idempotent set ...
method not idempotent

The issue can be reproduced at will with the following steps:
1. Invoke service from rest client
