User Cannot View Categories When Assigned to a Group

When creating an issue, no results are found when assigning a Category, not allowing the user to create the issue. User is assigned to the project security via a group and group has a project permission set that should allow him to create issues and see/assign categories. However, when the user is assigned to the project as an individual with the same permission sets, he is able to see/assign categories and create issues.
The issue can be reproduced at will with the following steps:
- Log into Prime Projects.
- Open a project, Field app.
- Attempt to create an Issue with a user assigned to project security via group. When selecting 'Category', no results will be found, not allowing the user to create the issue.
- Assign the user to the project security as an individual with the same permission sets.
- User will now be able to view Categories and create Issue.
Using the Mobile app, when selecting the plus sign to add new QA/QC issue message says 'Can't create issue. There are no issue list types.'
