Newly Created Variants are not Displayed In Storefront, "Configure Storefront Display" shows Duplicated Values (Doc ID 2444636.1)

Symptoms

After creating new SKUs for a product that has multiple variants the new variant options that are part of those SKUs are not listed when attempting to reorder the variants through the admin UI.
Sometimes, instead of not being listed the 'new' variant options are listed twice, attempted to reorder any variants at this time results in a error and the variants for this product cannot be re-ordered.


Additionally the new variant options (and therefor their SKUs) are not seen as available on the storefront.

Example:
Product currently exists in Red and Blue, and comes in Small or Medium. (4 SKUs)
New SKUs are added to the product that come in Yellow, also small and medium (2 new SKUs, 6 Total)

When attempted to reorder the variants based on Color, either Yellow will be seen twice, or it will not be seen.
Either way the variants cannot be reordered and the new Yellow SKUs are not visible on the storefront.

Changes

At least one "new" variant was introduced in the set of newly created SKUs (i.e. no SKU came in 'Orange' before and we just added a new variant 'Orange', or no SKU came in 'extra-small' and we just added 'extra-small' new variant)
