For Account Reconciliation Cloud Service (ARCS), A User With Only The Identity Domain Administrator Role Appears In The List Of Power Users (Doc ID 2444717.1)

Symptoms

In the UI for Oracle Cloud My Services, you have assigned the Identity Domain Administrator role to a new user. No other roles are provisioned for this user, and the user is not added to any teams or groups. When this user attempts to login to ARCS, an error similar to the below is displayed:

"EPMCSS-01413: Failed to get user. User john.q.doe@zyxyz.com not provisioned for application FCC:FCCApp. No action required."

The above error message is expected, as no ARCS roles are assigned, only the general Identity Domain Administrator role. But in the My Services UI under Users, if you set filters to "Show: ARCS Power Users" and "Sort By: Email", this user appears on the list. Since no ARCS roles are assigned, this user's name should not appear here.
