OBPCS: When Using GetStateByPartialCompositeKey Getting 500 Error

REST Proxy Each tries to invoke a function that has a GetStateByPartialCompositeKey in it, that transaction fails giving me a 500 error in the response.
The following error occurs.
The issue can be reproduced at will with the following steps:
1. Call the RST Proxy with GetStateByPartialCompositeKey
