MSS Salary Change Action list is empty

Using seeded Line Manager role, when performing a Change Salary process and selecting the action list for Change Salary, the LOV comes as empty.


EXPECTED BEHAVIOR

The CHANGE_SALARY action is active in the system and should be visible in the drop down list.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Issue - Action List is not visible Manager has seeded roles –
Upon selecting the date and checking the drop down list for Action, we don’t see any values –
CHANGE_SALARY Action is active in the system –
