Open Order Quantity in Inventory Summary screen is returning astronomically incorrect (high) numbers

The Open Order Quantity field of Inventory Summary has an error. It is returning numbers much higher than is real. This is causing our website to turn items off that it shouldn't (which means we can't sell them!), because it thinks all of inventory of that item is already sold. There at least 2000 items/SKUs that are showing open order quantities much higher than what is real.

We don't get very big volume orders. We have a pre-order shipping right now with high volume but that is only 364 items or SKUs that were ordered and are being shipped. Other than the 364 items, there aren't any items that have more than 15 in open order quantity. This is confirmed in the Order Detail screen. Yet 2415 items show that they have more than 15 in open orders--so 2050 items too many. 1060 of these items have inventory that could be sold, except that when our website subtracts open order quantity from available quantity, it is reading a negative number, assumes the item is sold out, and turns the item off.
