Error: "Could not connect to" When Attempting to Launch PVD Via SGD Client (Doc ID 2445478.1)

Unable to launch Primavera Virtual Desktop (PVD) via the Secure Global Desktop (SGD) client application. 
The following error is displayed:

Error - Secure Global Desktop Client Could not connect to

The issue can be reproduced at will with the following steps:
1. Launch PVD via the Oracle SGD client
2. When launched SGD authenticates the user correctly but then displays the error above.

The issue has the following business impact:
Due to this issue, users cannot use PVD via SGD
