Symptoms
When attempting to load payroll balances, the following error occurs.

Required value for reference CALC_BREAKDOWN_ID was not provided.
The specified defined balance does not exist.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add action - Initialize Balance.
2. After putting all the record, save it.
3. After that, navigate to Payroll -> Checklist -> Submit a process or flow -> Load Balances -> Select the Validate option -> Submit.
4. At refresh in PBL, the mentioned issue is occurring.
