Users Cannot Add Proxies After Upgrading

Upgraded to 18.7
When a user selects their name > Preferences > Proxy and then attempts to use the picker to add another user as a proxy for themselves they experience an issue.
The user name selected in the picker does not load into the Grant Proxy Access To user field name and no proxy can be added.
