Symptoms

 The user is seeing that Oracle Content and Experience Cloud (CEC) service instances are still reflected in the billing despite having been deleted by the user.  Is there a method to terminate a CEC service that it is not billed?  Note that this issue is seen in the Universal Credit Model of CEC only.
