Symptoms
ACTUAL BEHAVIOR
---------------
When upgrading from OTM 6.4.2 to release 18 in cloud, any workbench customizations created in 6.4.2 are lost and the user created custom workbench contents are not visible/blank when selecting them from OTM. Workbenches within the PUBLIC domain that are available by default within OTM are visible.
EXPECTED BEHAVIOR

It is expected to be able to view user created workbenches in the
STEPS
-----------------------
The issue can be seen with the following steps:
1. After upgrading from OTM v. 6.4.2 to R18, navigate to Configuration and Administration -> User Configuration -> Workbenches
2. Select a user created workbench that was previously created and working in 6.4.2
3. The workbench is empty and no content is visible.
