Using IDCS: While Trying to Configure an SAML IdP in IDCS, the IDCS SSO Configuration Tab is no Not Accessible (Doc ID 2448086.1)

ACTUAL BEHAVIOR
---------------
Using IDCS Identity Domain:
The goal is integrating an Oracle LAD App that uses IDCS with the Oracle Corp IDCS for authentication.
While trying to configure an SAML IdP in IDCS, it is not possible to access the IDCS SSO Configuration Tab.

EXPECTED BEHAVIOR
-----------------------
access the IDCS SSO Configuration Tab with no issue

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Created an Identity Provider entry in our IDCS using Oracle's IDCS metadata
2. Test fail
3. There is no IDCS SSO Configuration Tab

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot access the IDCS SSO Configuration Tab.
