Movement Request Pick Slip does not show all Work Order Components

User created a Workorder and Clicks on Release and pick materials task > Generated movement request pick slip report > Look at the report and it is showing only few items instead of showing all the items from all the operations.
When user releases and picks work order, many components get picked successfully. However, the movement request line for other components is in closed status as soon as it is created.
For example:
Work Order: 1234
Total Components: 50
Components with Onhand: 10
Components without Onhand: 40

After clicking on the 'Release and Pick' button, movement request is created for 50 lines. 10 Lines are successfully picked and other 40 lines in the movement request are not picked and are in closed status.
Print Movement Request Pick Slip Report shows only 10 items. Remaining 40 Movement Request lines are created with Closed status.

1) Create a Work Order

2) Click on Release and Pick button

3) Review the Movement Request Pick Slip Report
