Exadata Cloud - Pings to Multiple Scan VIPs Fail and Only One Scan VIP Is Enabled (Doc ID 2448763.1)

Symptoms

Multiple scan VIPs are configured.

Only one scan VIP is showing as enabled and can be pinged.

The other scan VIPs cannot be pinged and DNS lookups on them fail.

For example, let's say we have three scan VIPs with the following addresses:

10.0.8.6

10.0.8.7

10.0.8.8

srvctl shows only one scan VIP enabled, 10.0.8.6:
