Symptoms
When attempting to load US geography in R13 environment, the following error occurs:

The issue can be reproduced at will with the following steps:
1. Attempting to run Load Geography Process for US.
2. Load US Geography Data process ends in Error.
3. Missing data in the Manage Geography.
4. On creating person address, the county and other details are not coming in R13 environment (in R12 working correctly).
Observation:
The warning message provided on by Load US Geography Data to Interface Table process (part of VERTEX update) does not contain sufficient information that might help user in troubleshooting issue encountered during the load.
