Not Able To SSH Using Putty To JCS After Patching (Doc ID 2449628.1)

Symptoms

Unable to do SSH to the JCS VM.

The issue can be reproduced at will with the following steps:
1. open SSH client and try public IP for SSH to the VM
2. SSH fails
