Oracle Fusion Global HR : Global Transfers Mass Update Not Working (Doc ID 2449892.1)

Unable to update the mass updates of Change Legal employer transaction. The request was submitted successfully and the ESS job was completed in success. However, the process logs has the error messages.

Exception Message: JBO-PER:::PER_EMCOR_INV_ATTRIBUTE: <MESSAGE><TEXT>You must enter a valid value for the OrganizationId field.</TEXT

Expected to update the legal employer change done using mass updates.

The issue can be reproduced at will with the following steps:
1. Log into Fusion Applications.
2. Navigate to Mass Updates
3. Click on Create Mass Legal Employer Change
4. Enter the details and select the person numbers.
5. Submit the transaction and monitor the ESS job in Scheduled processes.
6. The process completed in success but the changes are not reflected in the UI.
