DBCS:Unable to access the DBCS's DB from ON PREMISE with "The Network Adapter could not establish the connection" error

DBCS instance in OCI Classic configured with IP network
Version = 220.127.116.11
Able to connect to VM using SSH
However unable to connect to DBCS DB from ON PREM system using SQL Developer as it failed with below error
"The Network Adapter could not establish the connection"
SSH to port 1521 show below error
C:\Users\user>telnet <IP> 1521
Connecting To <IP>...Could not open connection to the host, on port 1521: Connect failed
However telnet on port 22 works.
Also SQL Developer connection over SSH tunnel is working fine as well
