TCC: Password With Some Special Characters Doesn't Work After Upgrade (User Login Is OK)

Information in this document applies to any platform.
After a zone upgrade TCC was unable to ping to the zone using the existing credentials. However the same credentials work OK for a user logging into the zone.
Zone was recently upgraded to 17.7
The TCC password includes two special characters: % and &
