Cannot see Blockchain Cloud Service in List of Services (Doc ID 2450965.1)

Goal

This knowledge article reflects updated product names. Oracle Blockchain Platform Cloud Service (OBPCS) was formerly known as Autonomous Blockchain Cloud Service (ABCS). Please refer to "Name Change for PaaS services during Jan 2019 <Document 2493395.1>" for the full list of recently renamed PaaS services.

Cannot create Oracle Blockchain Platform Cloud Service as it does not exist in the list of services in console.
