Symptoms

Custom Role Created for Requisition approvers to have an option of Editing Requisition not working

Custom Role Created for Requisition approvers to have an option of Editing Requisition from the approval email notification does not work consistently for all approvers.

The custom Role created a year back works for few users assigned to but does not work when assigned to a new user.

When the user clicks on the Edit Requisition Option in the email notification it routes the user to the purchase requisition home page and not the requisition itself.

The user is not able to edit requisitions even after he queries for the requisition that he is assigned to.

EXPECTED BEHAVIOR
-----------------------
Approver user should be able to query the Requisition for edit option

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Approver user receive Requisition Approval Notification
2. Approver user click Edit Requisition
3. But, it routes the user to the purchase requisition home page and not the requisition itself.
