PRC:POZ: Request To Resubmit functionality is not working in the External Supplier Approval notification

Users are unable to perform "Request to Resubmit" to external supplier registration
It is expected that users will be able to perform "Request to Resubmit" to external supplier registration
The issue can be reproduced at will with the following steps:
1.Setup and Maintenance => Configure Procurement Business Function => selected BU and click on ok => click on "Spend Authorized Supplier Registration URL" User registered external supplier and external supplier registration has approvals and also showing approvers list
2. Approver open supplier approval notification and noticed incomplete registration setup's so clicked on "Request to Resubmit" with reason. User is still able to see that approval notification in the bell/worklist. Notification should not be there once approved took action.
3. Procurement => Suppliers => Manage Supplier Registration Requests => open supplier => Supplier Approval Status is "Pending Approval" instead of "Not Submitted". And also don't see "Request to Resubmit" details in the Approval History
Due to this issue, users cannot perform Request to Resubmit to the external supplier
