When attempting to load latest record through HDL as update, it is failing with below error:

Full error message referenced in the bellow report:

The issue can be reproduced at will with the following steps:
A. HDL behavior:
1. loading latest record through HDL as update;
2. it is failing with error.

B. UI behavior:
1. go to Manage Element Entries;
2. trying to update element 'A05 Corporate X Plan' ;
2. it is also failing, this time with below error:
" The message is ORA-20001: An application error occurred. Details: The procedure pay_entry_pkg.load_asg_info failed at step 2. ORA-06512: at "FUSION.PAY_ELEMENT_ENTRY_API", line 1189 ORA-06512: at line 32. "

The issue has the following business impact:
User/s need to start employee payroll letter from system, so they need all elements data to be up to date in FUSION.
Getting a resolution as soon as possible is preferred, otherwise it may create a big concern.

c. Is this a Test or Production Environment? Production
d. Is there a workaround? Yes
e. Deadline name: Employees payroll letter
f. Deadline date: Currently we have manual fix for this issue which we are following. But we need its resolution ASAP because it is impacting our Co-Existence module.
g. Number of affected employees: Daily in co-existence we are facing this issue with 2 to 5 employees. But some times count is 0 as well. But yes this issue is repeating in co-existence runs.
