Goal

Setup a sudo access to a specific user to switch to another user that has no password of ssh key set.

This is described in a OCI / OCI-C Linux environment, but it is also applicable to any other standalone or physical server. In OCI or OCI-C the user opc/ubuntu(accordingly to the used OS) has sudo permission to make root access changes. In another environment, it needs the same root access.
