Wrong Enrollment Plan

We have an Inactive person that is enrolled in both COBRA and EMPLOYEE benefits programs. He should only be enrolled in the COBRA program. We don't know what triggered him to also be enrolled in the Employee program which is designed only for Active employees.

How can we remove his enrollment under this program and keep him only under the ABS COBRA Benefits program?
