Symptoms
As part of a migration from one service instance to another, with template exports and imports, we created templates of each of the old sites and exported them. Now, we've successfully imported a few of those templates (not yet created sites from them), but some of the templates are failing to import.
In the UI we see a red error bar towards the top of the UI:
