Symptoms

User receives the following error while trying to create a dependent value sets from Custom Object

The bind variable :{SEGMENT.XXXXXXXXXXX} does not refer to an existing segment or value set. (FND-2634) In application 10010, descriptive flexfield EGO_ITEM_EFF, and context XXXXXXXXXXX, the bind variable :{SEGMENT.XXXXXXXXXXXX} in the value set VXXXXXX

 

The issue can be reproduced with the following steps:
1. Create Attribute Group
2. Create Attributes
3. Create a New Attribute with Table dependent
4. Create a Value Set Table
- Created it in SQL Query
