R13UPG - Phone Validation Issue on Account Object

For Account object, if user inserts any invalid input on Phone Number field and clicks on Save, instead of throwing an error the Account page is refreshed and it navigates to the Landing page or Last open Account summary page.

Test Case: Phone Number:- !@@ #$%^ %^&

EXPECTED BEHAVIOR

Validation rule should throw a message for invalid phone number.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Open an account > Update Phone Number with any number
2. Click Save
3. You will be navigated to Account overview page.
