Symptoms
After setting up costing, Create Cost Accounting Distributions
are not costing any transactions and the Review Cost
Accounting Distributions shows the costing status in 'Error'.
EXPECTED BEHAVIOR

The transactions will be costed after running the 'Create Cost Accounting Distributions'.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigator > Costing > Cost Accounting > Task List > Create Cost Accounting Distributions
2. Submit the program and it completes successfully but no records are picked.
3. Navigate to 'Review Cost Accounting Distributions' from the task list.
4. Query using cost organization, see that the costing status is 'Error', no transaction errors
are provided.
