Access denied Error When Syncing Batch Privilege (Doc ID 2453375.1)

When attempting to sync RPM Batch privilege to custom roles the following error occurs -

access denied. ContextNAme : RPM Actions: revoke

Steps to reproduce: 
1. Log into RPM.
2. Go to RAAC.
3. Go to Manage Security Policy.
4. Go to manage Policy patching.
5. Click sync.
6. Click on the Pricing Batch Privilege and error comes up.

Similar error occurs when trying to sync RMS maintain cost change privilege -

access denied. ContextNAme : RMS Actions: revoke
