Error 'The system could not process your request' When Attempting to Send an RFB BP Workflow to 'End' Status

When attempting to Send a Request For Bid (RFB) type Business Process (BP) record to an END status, the following error occurs.
The system could not process your request. Logging in again may help in some cases. Contact your System Administrator if you are still having problems.
The issue can be reproduced at will with the following steps:
- Enable the New UI.
- Navigate to Shell > RBP and open the desired Record.
- Perform the workflow steps to bring the record to the the next step in the workflow by clicking on the Send button.
- Observe the reported error.
