PCMCS Gives An Incorrect Error Message Displayed During Rule Save "Warning: Rule cannot be enabled because it has failed Validations." (Doc ID 2454040.1)

Symptoms

When updating an existing rule with a UDA filter on a specific dimension (i.e. Account dimension), and the used UDA was not associated with any Account members, it is expected the rule save to fail the validation and therefore be disabled upon save. During the save process, however, the error message displayed indicates there is an issue with the Cost Center dimension selection, which did not have any true errors. Upon removing the UDA filter selection from the Account dimension, the rule becomes valid and could be enabled during save.

Warning: Rule cannot be enabled because it has failed Validations. The validation failures are as follows: Some filters are not resolving to any members or the arguments [SourceRegion X POV] are incomplete because the dimensions [Cost_Center] are missing.
