Symptoms
When attempting to upload HDL file to create element entries, the following error occurs:

The message is ORA-20001: An error occurred. The procedure pay_entry_pkg.get_multiple_entry_count failed at step 1. Details: Your help desk was notified. ORA-06512: at "FUSION.PAY_ELEMENT_ENTRY_API", line 468 ORA-06512: at line 53
STEPS

The issue can be reproduced at will with the following steps:
1. Create HDL file.
2. Upload HDL.
3. Receive the above error.
