ACTUAL BEHAVIOR
---------------
Unable to map custom user attribute in IDCS with Identity Providers, as it's not listed in the drop-down list in IDCS.

EXPECTED BEHAVIOR
-----------------------
Custom attributes should get listed in the console drop-down list under Security->Identity Providers->Oracle Identity Cloud Service User Attribute.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Configured Oracle EBS R12.1.3 SSO setup with IDCS as SP (Service provider) & OKTA as IdP (Identity Provider) as per <Document 2361988.1>

2. In the IDCS admin console select Security->Identity Providers->Oracle Identity Cloud Service User Attribute
