ACTUAL BEHAVIOR

When attempting to convert 'Pending Worker' to 'Employee' and process the New Hire LE, It goes to a processed status

EXPECTED BEHAVIOR

Expect New Hire Life event goes to started status.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Employees are fed from Taleo as pending workers and then converted into employees
Process New Hire Life Event

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot enroll in benefits
