How to Solve "A Resource Assignment Already Exists" Error When User Imports Project Budget Using FBDI? (Doc ID 2455553.1)

Goal

When a user was trying to create/import Projects Budgets using the File Based Data Import (FBDI) file, for some records, he received the below error:

"A resource assignment already exists for this resource task combination. Remove this resource from the template and resubmit".

How to fill in the Import Project Budgets FBDI template so that you do not receive this error?
