"The Dashboard Is Not Currently Available. Contact Your Administrator" Occurs after the Dashboard Built (Doc ID 2455580.1)

Symptoms

After a new domain is built using Bootstrap, the dashboard shows up but as soon as the "Refresh" is pressed, the following error is returned:

"The dashboard is not currently available. Contact your administrator"

Steps to Recreate:

1. Transfer configuration, hierarchy files, batch_control files to the SFTP folder along with COMPLETE file.
2. Build the domain using bootstrap.
3. After domain is built, build a Planning Administration workbook.
4. Click refresh on dashboard and the error occurs.
