Internal Error 'Server is not Accessible' When Publishing Custom Template BI Publisher Report (Doc ID 2455987.1)

When attempting to publish reports, the following error occurs

Server is not accessible. Contact System Administrator

The issue can be reproduced at will with the following steps:
1. Login to Production as User
2. Go to Company Workspace
3. Navigate to Configuration> Custom Templates
4. Click a Report
5. Choose Published
