Manage Committed Costs Should Not Show Commitments For Purchase Requisitions With Withdrawn/Returned/Un-Approved Statuses

Symptoms
On Manage Committed Costs, there are few Purchase Requisitions (PR) with ‘Returned’ and ‘Withdrawn’ status.
It is expected to clear these transactions from Commitment Costs as these PRs are not in Approved status.
The“Update Project Performance Data” process was successfully completed before verifying the commitment costs for the identified PRs.
Steps to replicate:
1.Withdraw PR EAR00401 .
2. Run "Update Project Performance Data” process.
3. Review Committed Costs in Projects.
