Permission issue under Lead after upgrade

After the upgrade to R13 it seems that the permission was changed.
We use the Lead object for Service Request.
Under Lead object we have a DCL field (Item) with data filter based on the field Account_id_c (See print screen attached)
When user (which is not Admin) tried to search item under lead by Account name he gets this error:
Attribute set for Account_Id_c in entity CrmReferenceAM.CrmTamaAssets_c failed

Also, when clicking a link that should take the user to a specific Lead from his email they get a warning massage:
You do not have permission to access this lead. Contact the lead owner
Although this user have permissions to see all records and he used to be able to do it before the upgrade.
