Can IBAN Or Account Number Duplication Be Validated? (Doc ID 2457340.1)

Goal

While entering IBAN or Account number the system should validate and throw error when same IBAN or Account Number is duplicated.
This should either happen while entering in Personal payment method or while running EFT process.
