How to change the Effective Start Date of a Inventory Org in Manage Cost Org relationship UI (Doc ID 2457700.1)

Symptoms

Cost Accounting Distributions not Processing in production.
The inventory transactions were back dated to August 31st and loaded via FBDI.
All Costing periods are open up to August 18. The Cost Accounting run control has a cutoff date of 9/1/18.

The following message for the the transactions that were loaded via FBDI:

"The transaction was held because the transaction date is after the cost process cutoff date. The transaction will be processed once the cutoff date is moved out."
 
The effective start date on cost organization relationship for the inventory org is 09/06/2018. The setups are created in production.
 

EXPECTED BEHAVIOR

Expect help in processing transactions on 31st Aug.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upload back dated inventory transactions through FBDI for 31 Aug.
2. Run the 'Transfer transaction from Inventory to Costing'
3. Run the Create Cost Accounting Distributions for respective cost organization 
3. The cost processor completes successfully but no transactions are processed.
