Unable To Associate Resources With Activities Via File Import

Symptoms
Following errors are given when trying to associate assignee to activity via import:
You cannot associate records of types Assignee and Party because no matching record contains the value ASSIGNEE_ID. (MKT-285229) Details: Verify that the record with the specified user key exists. If it does not exist, then remove the record from the data file, or update the record with a valid user key.
You cannot associate records of types Assignee and ResourceProfile because no matching record contains the value ASSIGNEE_ID. (MKT-285229) Details: Verify that the record with the specified user key exists. If it does not exist, then remove the record from the data file, or update the record with a valid user key.
A matching record of type Party cannot be found using the value of the attribute Party Id that you provided. (MKT-285218) Cause: No record exists with the specified user key value. Action: Verify that the record with the specified user key exists. If it does not exist, then remove the record from the data file, or update the record with a valid user key.
